<p>The 5th TransEuropean Dialogue took place at the Corvinus University (Budapest) on 1-3 February 2012.<br />
More than 50 participants took part to a stimulating dialogue on the theme: <em><strong>The Politics of Agency Governance.</strong></em></p>
<p>They presented keynotes, papers and short contributions on the sub-themes: <em><strong>Agencies in Hungary and in Europe</strong></em>;<br />
<em><strong>Influence of agencies on policy making</strong></em>; <em><strong>Political interference/influence on agencies</strong></em>;  <em><strong>Politicization and political appointments</strong></em>.<br />
We thank very much  the Local organisers at Corvinus University for the excellent organisation of the TED 5 and already look forward to see you next year!</p>

<p style="text-align: justify;">This Special Issue of the journal is the outcome of the 4<sup>th</sup> Trans European Dialogue (TED4), organized by the two sister organizations in public administration research – EGPA and NISPAcee. The TED4 focused on the connection between the legal and managerial rationales. The relation between those two different ways of thinking appears to be a challenge, especially in times of reform. Law with PA was much discussed during the times of early transition in Central and Eastern Europe. It is also a central theme in Western European countries, especially the continental ones, where the State of Law, the Rechtsstaat, of the Napoleonic states, has been employed in public-sector reforms for quite some time. A certain tension between lawyers, managers and policymakers remains. The resulting collection of studies tackling the theme of Law and Public Management contributes to bridging the gap between the two professions that are at the core of any modern public administration. As the debates during the TED4 have clearly suggested, the success of reform in public administration depends on the cooperation between lawyers and managers, an on-going preoccupation for governments in both Western and Eastern Europe.</p>

<p style="text-align: left;"><strong>On 6 and 7 July 2009, a group of 35-40 Public Administration scholars from Western, Central and Eastern Europe &#8211; and beyond &#8211; met in the building of the University of Helsinki in Finland.</strong></p>
<p>They discussed the ongoing challenges of delivering public services to both  citizens and customers. This second Trans-European Dialogue (TED) is an annual  scholarly conference organized jointly by the two key professional associations  of Public Administration in Europe, the European Group of Public Administration  (EGPA) and the Network of Institutes and Schools of Public Administration in  Central and Eastern Europe (NISPAcee).</p>
<p style="text-align: left;">Unlike traditional academic  conferences, the TED does not have a large number of papers. Instead, experts  discuss a small number of papers and controversial statements.</p>
<p style="text-align: left;">Following  the successful first Trans-European Dialogue in Tallinn in 2008 where the  features and challenges of the neo-Weberian administrative model were discussed,  the TED2 looked at the differences between citizens and customers in public  services. Treating citizens as customers has been one of the key elements in  transforming public services in Europe. Many public sector innovations have  focused on giving citizens more voice and more choice, and on giving them the  service quality they deserve. But are we right to reduce the citizen&#8217;s role to  that of a customer? What have been the implications of these changes in the  public sector? Is the difference between citizens and customers a mere  conceptual one, or do the differences run deeper?</p>
